{"id":306,"date":"2019-11-08T21:15:29","date_gmt":"2019-11-08T21:15:29","guid":{"rendered":"https:\/\/transnationalhistory.net\/world\/?p=306"},"modified":"2019-11-08T21:15:29","modified_gmt":"2019-11-08T21:15:29","slug":"kang-youweis-one-world-philosophy-why-germany-is-a-bad-example","status":"publish","type":"post","link":"https:\/\/transnationalhistory.net\/world\/2019\/11\/kang-youweis-one-world-philosophy-why-germany-is-a-bad-example\/","title":{"rendered":"Kang Youwei&#8217;s One-World Philosophy: Why Germany Is A Bad Example"},"content":{"rendered":"<p>In 1884, Kang Youwei penned a book called <em>Ta T\u2019ung Shu<\/em> in which he laid out his utopian vision of the \u2018One-World\u2019, in which \u2018all the boundaries which created divisions [&#8230;] have been abolished,\u2019 and \u2018causes of suffering\u2019 have been eradicated.<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a> This was a world characterised by compassion and moral fibre, in which \u2018all creatures are happy\u2019.<a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a> In Chapter II, Kang laid out a specific way to achieve this world:\u00a0 the elimination of sovereign states and national boundaries. The ideal world would have \u2018no states\u2019 with \u2018[t]he people [&#8230;] united under one public government [&#8230;]\u2019.<a href=\"#_ftn3\" name=\"_ftnref3\">[3]<\/a> Kang argued that the existence of national boundaries would corrupt even \u2018the Good and Upright,\u2019 as every individual would be devoted to increasing the power of their own state at the expense of other states.<a href=\"#_ftn4\" name=\"_ftnref4\">[4]<\/a> Peace could not exist in such a system, with countries behaving \u2018like a bunch of dogs rolling [on the ground in a fight, like savage beasts devouring one another [&#8230;]\u2019.<a href=\"#_ftn5\" name=\"_ftnref5\">[5]<\/a> Thus, Kang argued for \u2018disarmament\u2019 which required \u2018abolishing [sovereign] states\u2019.<a href=\"#_ftn6\" name=\"_ftnref6\">[6]<\/a><\/p>\n<p>Kang\u2019s ideas were echoed in a text published in the middle of the following century by Yan Xishan, titled \u2018How to Prevent Warfare and Establish Foundation of World Unity.\u2019 Yan argued that \u2018[F]rom the lessons of world history, we learn that countries tend to grow in size and shrink in number. China combined several countries into one. Small nations have less chance of survival, and tend to form into federations\u2019.<a href=\"#_ftn7\" name=\"_ftnref7\">[7]<\/a> Because nations are destined to gradually subsume into one another, and one world would form from the many, \u2018It is perfectly natural for us to adopt Cosmopolitanism today\u2019.<a href=\"#_ftn8\" name=\"_ftnref8\">[8]<\/a><\/p>\n<p>Instead of China, Kang used the example of Germany as a state that had successfully annexed other states to form a larger, more powerful entity. He wrote:<\/p>\n<blockquote><p>\u2018The parts becoming joined thus being due to natural selection, the swallowing up by the strong and large and the extermination of the weak and small may then be considered to presage One World. But [the way in which] Germany and America have established large states through [uniting their small] federated states is a better method of uniting states. [They have] caused all these small and weak states to forget that they have been destroyed [to form the united states]. [&#8230;] This will hasten the world along the road to One World\u2019.<a href=\"#_ftn9\" name=\"_ftnref9\">[9]<\/a><\/p><\/blockquote>\n<p>There are many issues with Kang using Germany as a model example as his account is not completely accurate. While Germany was formed out of a union of Prussia and smaller southern states like Bavaria and Baden to become the German Empire in 1871, Clark argued that it was not a \u2018one-way process in which Prussians swarmed on to the commanding heights of the new German state. It would be truer to say Prussian and German national institutions grew together, intertwining their branches\u2019.<a href=\"#_ftn10\" name=\"_ftnref10\">[10]<\/a> Kang\u2019s assertion that the smaller states were \u2018destroyed\u2019 in favour of the larger state was therefore incorrect. Clark went on to give an example, stating that \u2018[i]t became increasingly common [&#8230;] for non-Prussians to serve as imperial officials and even as Prussian ministers\u2019.<a href=\"#_ftn11\" name=\"_ftnref11\">[11]<\/a> This is not to say that Prussia did not enjoy hegemony in the newly formed German state, but hegemony did not come about, as Kang believed, through the strong swallowing the weak.<\/p>\n<p>Next, Kang moved into discussing what political form the One World would take.<\/p>\n<blockquote><p>\u2018Therefore, within this next hundred years all the weak and small states will certainly be annihilated, all monarchical and autocratic forms [of government] will certainly be completely swept away, republican constitutions will certainly be enacted everywhere, democracy and equality will be burning brightly. [&#8230;] Complete Peace-and-Equality throughout the world is like the rushing of water through a gully: nothing can check it\u2019.<a href=\"#_ftn12\" name=\"_ftnref12\">[12]<\/a><\/p><\/blockquote>\n<p>With the advantage of hindsight, we can see that Kang\u2019s centennial prediction did not come true. Not only were the \u2018small states\u2019, such as \u2018Sweden [and] Denmark\u2019,<a href=\"#_ftn13\" name=\"_ftnref13\">[13]<\/a> still in existence but Kang\u2019s reasoning that a \u2018republican constitution\u2019 would follow logically from the formation of one unified state was mistaken. Using his example of Germany, the \u2018highly artificial product\u2019<a href=\"#_ftn14\" name=\"_ftnref14\">[14]<\/a> of a unified Deutschland left \u2018a patchwork quilt of types of local governments that needed cleaning up\u2019.<a href=\"#_ftn15\" name=\"_ftnref15\">[15]<\/a> The German government suffered from \u2018an unsettling sense that what had so swiftly been put together could also be undone\u2019.<a href=\"#_ftn16\" name=\"_ftnref16\">[16]<\/a> This combined with the need for a broad \u2018Germanization\u2019 to \u2018consolidate\u2019 the patchwork quilt of the \u2018German Reich\u2019 drove German \u2018Iron\u2019 Chancellor Otto von Bismarck to \u2018respond with extreme measures\u2019.<a href=\"#_ftn17\" name=\"_ftnref17\">[17]<\/a> Throughout the 1870s and 1880s, Bismarck waged his campaign against segments of the population he deemed not German enough, namely the Catholics and the Poles.<a href=\"#_ftn18\" name=\"_ftnref18\">[18]<\/a> By 1876, all Prussian bishops were either in custody or in exile.<a href=\"#_ftn19\" name=\"_ftnref19\">[19]<\/a> Bismarck also embarked upon a comprehensive project to root out the Poles, advocating expulsion of Poles who have no claims to citizenship as well as a language of government act in 1886 that would ban the use of minority languages in local government affairs, thus excluding monolingual Poles from governmental participation.<a href=\"#_ftn20\" name=\"_ftnref20\">[20]<\/a><\/p>\n<p>The German example is evidence that a world formed through the annexation of \u2018weak and small states\u2019 to more powerful ones would not be, as Kang argued, the flame to the torch of \u2018democracy and equality\u2019. \u2018Complete Peace-and-Equality\u2019 is a far more difficult project that would require more types of unification than merely that of the political and geographic variety.<\/p>\n<p><a href=\"#_ftnref1\" name=\"_ftn1\">[1]<\/a> Kang Yu-wei, <em>Ta T\u2019ung Shu: The One-World Philosophy of K\u2019ang Yu-wei<\/em>, trans. and. ed.
